IBU introduces new Para Biathlon Working Group to advance integration and inclusion

The IBU is pleased to announce the formation of a new Para Biathlon Working Group to strategically support the growth, visibility, and development of Para Biathlon on the international stage. This initiative aligns with the IBU’s Target 2030 strategic plan and its ongoing commitment to diversity, equality, and inclusion (DEI) in all areas of the sport.

Fostering Inclusive Participation in Biathlon

The creation of the Para Biathlon Working Group marks another step forward in the IBU’s vision to make biathlon a more inclusive and globally accessible sport.

Comprised of seven appointed members—ensuring gender balance and global representation—the Working Group brings together individuals with significant expertise in Para Biathlon, adaptive sport, and inclusive sport development.

The Working Group members are:

  • John Jaques, CAN, Chair

  • Jayne Kavanagh, GBR, Vice Chair

  • Anais Bescond, FRA

  • Andrii Nesterenko, UKR

  • Ralf Rombach, GER

  • Leandro Ribela, BRA

  • Hanfang Xue, CHN

  • Ulrika Öberg, SWE, Member of the IBU Technical Committee, liaison to TC

  • Mark Arendz, CAN, Chair of the Para Biathlon Athlete Representatives Group

Driving Strategic Growth and Accessibility

The Para Biathlon Working Group will serve as an advisory body to the IBU Executive Board, offering expert guidance on the evolution of Para Biathlon sport and event rules, supporting athlete development, and enhancing accessibility and visibility across the biathlon community.

It will advise on the development and harmonization of sport and event rules, working in close coordination with the IBU Technical Committee to ensure alignment across all levels of competition. It will also contribute to long-term strategic planning for Para Biathlon and collaborate with other IBU bodies such as the Development Commission, DEI Working Group, and the IBU Academy to promote cross-functional synergy in implementing accessible and inclusive programming.

By empowering a diverse and experienced team to champion the future of Para Biathlon, the IBU is laying the groundwork for a more inclusive sporting environment that supports Para athletes at all levels.
