This tender aims at providing the interested parties the opportunity to submit proposals for the following components:
SCOPE OF WORK
Package 1 – Television / OTT and Sponsorship Tracking
Package 2 – Social Media Tracking
Package 3 – Sponsorship Analysis for Package 2
Package 4 – Online / Print and Sponsorship Tracking
The exact requirements for each of the packages will be listed in the sections below.
Package 1 – Television / OTT and Sponsorship Tracking:
IBU is looking for an analysis of its global television and OTT footprint and reach. The following approach is required
1. Data handling, plausibility checks and integration of all data supplied by EBU. This will be line-by-line data in excel format for all EBU members which will supply the following information:
Country and broadcasting channel
Date and Time of the Programme
Length of the biathlon coverage split by discipline and gender (e.g. men’s pursuit or women’s mass start)
Average programme audience for each programme
Reach for each programme
Viewer hours per discipline and gender for each programme
2. Verification of rights holders activities (list of rights holders will be supplied by IBU) in non EBU markets (please allow for a maximum of 5-8 markets that will need to be covered to include USA, Canada and Korea).
3. Analysis of secondary coverage – news, sports magazines etc.
Markets to be covered – Germany, France, Norway, Sweden, Finland, Italy, Austria, Czech Republic, Poland, Slovakia and Switzerland.

TV coverage in hours: minutes by event and country
Cumulated audience by event and country
Viewer hours by event and country
4. OTT – integration of all EBU supplied data for the rights holders as well as all data from eurovisionsports.tv. Please specify, if you can track or otherwise supply any information on Peacock in the US or other platforms
5. Optional – detailed analysis of Eurosport coverage

6. Optional – Sponsorship Analysis
Analysis of the host city exposure for the World Championships (incl. beauty / postcard shots) to deliver the following data sets:

IBU is looking to get a complete understanding of their sport’s global social media impact. To achieve this, the following approach is required:
Data handling and integration of core KPI’s supplied by IBU from it’s owned and operated channels (via Emplify and Google Analytics)
Tracking of earned media through a comprehensive screening and analysis of all 3rd party channels as detailed below:
National Federations
Athletes
Any biathlon specific platforms incl. those of the OC’s
All broadcaster platforms
All relevant general sports and general interest sites: (e.g. L’Equipe, USA Today, VG etc.)
Languages – English, French, German, Italian, Norwegian, Swedish, Finnish, Russian, Czech, Polish and Spanish,
Media Monitoring for all earned channels as specified above:
Total number of posts – split by platform, language / market and event
Audiences - Reach / Impressions / Unique – split by platform, language / market and event
Engagement – split by platform, language / market and event
Any other qualitative KPI’s on consumption you might be able to offer (similar to Viewer Hours for TV)
Follower development for all national federations
Reporting

Package 3 – Earned Social Media Sponsorship Analysis:
For the social media coverage as captured and analysed under package 2, IBU is looking to receive a sponsorship analysis of up to 15 brands with the following KPI’s to be delivered:
Visibility per sponsor – split by source (i.e. panels, start numbers, backdrops etc.) and event
Exposure value per sponsor – split by source (i.e. panels, start numbers, backdrops etc.) and event. Important please detail your approach
Share of branded posts
All KPI’s as listed above split by video and photos (photo is nice to have)
Package 4 – Online Tracking:
IBU is looking to get a complete understanding of their sport’s global social media impact. To achieve this, the following approach is required:
Tracking of any online coverage through a comprehensive screening and analysis of all 3rd party channels as detailed below:
National Federations website
Any biathlon specific website incl. those of the OC’s
All broadcaster websites
All relevant general sports and general interest sites: (e.g. L’Equipe, USA Today, VG etc.)
Languages – English, French, German, Italian, Norwegian, Swedish, Finnish, Russian, Czech, Polish and Spanish
Media Monitoring for all websites as specified above:
Total number of articles – split by country and type of website
Reach – split by country and type of website
Optional – Sponsorship Analysis for the seven main global partners of IBU plus the timing and scoring supplier
Number of articles with visibility – share of branded articles
Visibility per sponsor split by source, event and type of exposure (i.e. photo or video)
AVE per sponsor split by source, event and type of exposure
Reporting
One full in person presentation at the end of each season including detailed pdf
Monthly update in online dashboard
Optional – one report for all sponsors (excel delivery of the results)

QUOTATION
Please provide separate costs per package as well as a package price in case all packages should be commissioned to the same provider. All costs must be broken down as follows:

An extrapolation approach covering two (2) World Cups and the World Championships
All prices (Gross) need to be in Euro (€)
IBU will evaluate all proposals based on the following criteria.
To ensure consideration for this RFP, a bidder’s proposal should be complete and include all of the following criteria:
Overall proposal suitability; proposed services must meet the scope and needs as set-out in each package and be presented in a clear and organized manner
Experience; parties will be evaluated on their experience as it pertains to the scope of services for packages 1 & 2 or similar services. Please provide 2 “best-practice” case studies.
Cost and Value; parties will be evaluated on the costs related to the delivery of the services
Flexibility of services / modular services concepts; parties will be evaluated on their flexibility in offering suitable services and an economical modular concept for IBU’s evolving needs
Data use; parties will be evaluated on their willingness to allow IBU to use data externally and with their stakeholders.
