From its foundation, the IBU has always set the fight for clean sport and protection of clean athletes as a priority and therefore also formulated it as a clear objective in the Constitution. In 2003 the International Biathlon Union became a signatory of the World – Anti Doping Code, established by the World Anti-Doping Agency, namely WADA. As such, the IBU, has always been WADA Code compliant and has been working closely with WADA concerning the implementation of all regarding procedures and standards.
Since 2007 the IBU has been using ADAMS, a centralized online system by WADA, which helps the IBU to coordinate its anti-doping testing based on where – abouts of the IBU test pool athletes, coordinate testing with other ADO`s, plan target testing, conduct blood passport testing and conduct transparent result management based on WADA laboratory results. In 2009 the IBU established an Anti – Doping Hearing Panel to decide in anti – doping matters. It consists of members from an open list of medical and legal experts, chaired by a law expert who is appointed by the Executive Board. Each panel member must be otherwise independent of the IBU. Decisions of this panel can be appealed to CAS. Starting from 2009, the IBU has doubled its budget for anti-doping activities. Moreover medical experts were employed to oversee the anti – doping test implementation at IBU events. Each year the IBU organizes annual anti-doping seminars at YJWCH to educate future elite biathletes on anti-doping procedures and reports back to WADA on annual statistics.
