The Regular Members of the IBU are the National Federations for the sport of biathlon. These Federations may become members of the IBU by means of application; however, they must declare that they accept the purpose and the objectives of the IBU, obey its Constitution and Rules, and that they are offi cially recognised in their country by the national Olympic committee or by the national sports federation. Prior to becoming a regular member, National Federations must pass a period of provisional membership which lasts at least two years.

Each Member Federation has the right i.a. to participate in Congress, to fi le motions to the Executive Board and the Congress and to exercise the right to vote.

IBU members have the right to be heard in all matters that concern the member federation, to nominate representatives from their federation to offi ciate in the IBU, to enter athletes for all competitions organised by the IBU, to help in organising international biathlon competitions by the IBU and to receive information about all IBU activities.
