Die ordentlichen Mitglieder der Internationalen Biathlon Union sind die Nationalen Verbände für den Biathlonsport. Sie können auf Antrag hin Mitglied in der IBU werden, müssen allerdings erklären, dass sie den Zweck und die Ziele der IBU anerkennen, die IBU Verfassung und Regeln befolgen und müssen in ihrem Staat durch das Nationale Olympische Komitee oder den nationalen Sportverband anerkannt sein. Der ordentlichen Mitgliedschaft geht eine mindestens zweijährige Periode einer provisorischen Mitgliedschaft voraus.

Jeder Mitgliedsverband hat u.a. das Recht, am Kongress teilzunehmen, Anträge an den Vorstand und den Kongress zu stellen sowie das Stimmrecht auszuüben

IBU Mitglieder haben das Recht, in allen Fragen, welche den Mitgliedsverband betreffen, gehört zu werden, Mitglieder des Verbandes für eine Tätigkeit in der IBU vorzuschlagen ihre Athletinnen und Athleten zu den von der IBU organisierten Wettkämpfen anzumelden und bei den von der IBU organisierten internationalen Biathlonwettkämpfen mitzuhelfen sowie Informationen über alle Aktivitäten der IBU zu erhalten.
